Health Savings Accounts (HSAs)

On June 6, the House Ways and Means Committee held a subcommittee hearing on “Lowering Costs and Expanding Access to Health Care.” Lawmakers and America’s Health Insurance Plans (AHIP) spoke of their support for H.R. 4978, the Chronic Disease Management Act, which would allow HSA-qualified plans to cover services to manage conditions such as diabetes without being subject to a deductible. The bipartisan bill is authored by Rep. Diane Black (R-TN) and Rep. Earl Blumenauer (D-OR). Other witnesses spoke in favor of legislative efforts to expand the use of HSAs more generally. House Ways and Means Chairman Kevin Brady (R-TX) said on June 26 that the committee is developing a healthcare tax package as one of several bills that could be included in Tax Reform 2.0.
